total guess but the '59 cards (white borders) are colored similar to the package marked 39c. The '60 cards (yellow borders) are colored similar to the package marked 49c. Plus maybe the price of the chips went up from 1959 to 1960? Just a guess?

? for the experts . . . Did the enclosed Rams cards actually come in like a 1 cent printed card wrapper, or perhaps in a clear, sealed cellophane wrapper, much like the Bell Brand Dodgers cards of the same vintage? As a kid collector, that's how I recall getting the BB Dodger cards from '58-'62.
