It’s maddening that those four letters definitely look like “osus” but no results come up with any first (unknown) letter. Then again, the Net54 detectives are pretty good!

Probably a piece created by a fan of Ruth's and the racetrack. This type of "folk-art" has become increasingly popular over the years. Congratulations of acquiring a great piece. (can we see the back image?)

It looked like Josus to me, so I looked it up and came up with this:
https://www.askart.com/artist/Joseph...ham_Josus.aspx I tried to look for her signature but didn't see it. I figured you could look for her signature now and see if it matches. She did folk art and was known for watercolors it says, and she died in 1999. Good luck! Great piece regardless.
