Like you said, either a mug shot for a crime or he thought he was getting his pic taken for a driver's license or something similar where they tell you to look straight ahead and don't smile.  Any other card that I have seen in the set, pretty much everyone else either has a smile or grin or is looking away a bit. I'm sure, since this is his RC, he likely wishes it didn't turn out like that?
