Delivery confirmation is free, unless it was sent PWE, then no delivery confirmation is available.
When a package shows delivered, the seller is usually off the hook. Thats about the only time a seller has protection. You can call or visit your post office that delivered the mail. Tell them you never received the item and ask where it was delivered. Some post office's have GSP built into the scanners, they can tell you where it was delivered. You can file a lost / stolen mail complaint with the post office. If the package never shows up, try a chargeback with your credit card company. Since the package shows delivered, I do not know if they will help you to not. Good luck getting your package or $$$.
