Looking at WorthPoint, nearly every 1970 Topps baseball wax pack has the generic 'EXTRA! INSERT IN EACH PACK!' but a couple have 'EXTRA! ALL-STAR POSTER IN EACH PACK!'. Some of the generic packs are graded with a specific series but I believe they did that by seeing which card was visible on the back. All of the graded generic packs that list a series are from the 4th, 5th, and 6th series. I have a guess that the packs with the 'ALL-STAR POSTER IN EACH PACK! are from the very early series but that is pure speculation on my part.

I found a graded first series 1970 Topps wax pack on the web that has the 'EXTRA! ALL-STAR POSTER IN EACH PACK!', so I would say it's safe to assume that the packs with the All-Star posters are very early series packs.

There is a video on YouTube of a guy opening two 1970 Topps wax packs that contain cards in the high 300’s and 400’s (3rd-4th Series?), Pete Rose All Star, Bobby Bonds, Wille Davis, Johnny Callison, both have the scratch-off cards as the insert.

Found another YouTube video of a 1970 Topps wax pack break that contains cards in the 500’s (5th-6th series?) Mike Paul, Cookie Rojas, this one contains the booklet insert.

6th series. Posters were 1st and 2nd, scratch offs were 4th and 5th and booklets were 6th and 7th. I am not sure which were in the 3rd series.
