How come Jackie Robinson Doesn't have a 1951 Card?

In 1951, JRobby signed with TOPPS to be in their 1952 - 1956 sets.

Therefore, although BOWMAN included Jackie in their 1949 & 1950
sets, they lost the Rights to include him in their 1951 set.
