Ok when I look at it that way (checking population of SGC / PSA) I wind up with (8) 1921 Herpolsheimer cards that are in neither population:

But as Leon pointed out above, SGC actually did grade a 1921 HERPOLSHIEMER's backed CHARLES STENGEL, but appears they have grouped it with the 1921 American Caramel Co. set (in error?)

Of course Beckett may have graded some as well. Still working on it.

Since there is so much ambiguity in the way these are categorized it is going to be difficult to get a handle on the population.
