I bought a couple of Marty Marion RCs when he was a possible guy on the Veteran's Committee, but that's because I didn't want to be priced out as a Georgia Tech collector.
But yes, you could easily plunk down $20 or so for the prospective "correct" RC and just sit on it. Or you could buy 10 of them for $200 and flip them for $50 right after the announcement. Depends on your risk tolerance and storage space.

I think the problem with your theory is that for the most part, the chances a guy makes the Hall are already priced into the cards. The big bump is only going to come for a surprise like Baines.
