I did some quick research and it appears the Jotter ballpoint pen did come in green, starting in 1954. So that would be the terminus post quem for the bottom signature.
 However, it appears from the barrel that the ink was more of a dark, forest green. Last edited by SetBuilder; 06-05-2018 at 04:38 PM.
