The reason I don't think it is Jimmy Foxx is that he was with the Cubs 1942,1944 and the jersey logo looks to be the pre-1940.

Here's a graphic representation of Billy Herman and Gabby Hartnett...although I have no idea what years these shots are from...
cubshermanhartnett.jpg As tough as it is with the blur, the picture angle and whatnot, Hartnett's ears do appear to be quite similar.
