If inducted, Dykes wouldn't be the worst guy in there. But I would definitely say his absence doesn't detract from the Hall. In my mind, he dwells somewhere above Common Player but below Star.

Jimmy Dykes is certainly a historical figure in Baseball, probably moreso as a manager. In terms of Hall of Fame, I'm really unsure, bordering on no. I'd like to research his contributions to the game and to his teams forst before makeing a conclusive statement. I dont want to get too hung up on stats alone as they tell only half the story.

I'd prefer seeing Charley Grimm in the Hall instead though.
