If there is reason to hide this, please delete. but here is the link to use (copy and past after you have logged in to Paypal. It allows you to purchase a shipping label with discounts, that are not tied to a specific purchase thru Paypal.

I can see the link you posted above as the URL when I'm already at the Paypal postage page, but when I click on your link it only takes me to the main paypal page. Weird.

If not, then log into paypal and then copy and paste the link I posted... will definitely work then. Don't use the link itself
