I agree with Cliff. I know the original printer experimented with different ink combinations on the early Twinkies sets - some of which pop up on eBay occasionally. I thought your card was likely an aberration from their normal process. After looking at the pics I agree with Cliff, it seems to be normal issue due to the oil stains.
I also went back to the original source that purchased many of the test sets and he indicated he did not have, and had not seen any other examples on the '77 Twinkie test sheets without black bars. Z |

So it's a Twinkie cut down to size with the black bar cut off.
This helps as it puts me three cards short of the set. I can keep searching for a whole card still, but this helps.
