It's a 2008 Upper Deck Goudey. It was a true #1/1 meaning that is the only Ruth they seeded in the product. I don't believe Upper Deck included third-party authentication info for any such material.

I just did a google search and found the card. H & S sold it for $4750 in 2011.
Thanks guys. Without being specific the back of the card does state TPA.
