Some other may be well-more informed as I haven't done any returns in a long time.
But I think there is a time limit to file thru ebay (30 days?) and hopefully it was thru paypal you may have longer. If all else fails, pretty sure you can go thru your credit card (if used).

It may be a little different on yours.
But you go to My Purchases. There should be a drop down menu by that item and an option to click I Haven't Received It. This will take you through opening a case on the item. The seller then has a certain amount of time to respond to the case.
