However, don't they have working relationships with dealers in Texas so that people can take their cards to those dealers to have the cards sent in? If that's the case, maybe they consider the dealers as part of their business locations. If so, maybe they can add the tax.

Not sure of the Psa question
But I know many states including pa you are supposed to pay sales tax to the state on all transactions through the mail even if seller does not collect it you are supposed to pay it in. I as audited for this and had to pay a fee for my online and mail order purchases.
