I've never really given this much thought. What is the reasoning behind the baggie?

Not sure on the Mylar Baggie. Not a fan of it either. Just spitballing, could it be since there might be oil from the potato chips still on/in the card?

When they don't have a holder that precisely fits the card, it keeps it (supposedly) from moving around.
