I've been an ebay member for over 16 years, and I have literally never received any offer of extra ebay bucks beyond the standard 2%; so no, the ebay bucks don't affect my bidding in any way.

You have to sign up for promotions and survey to receive the eBay bucks offers that are multipled 2x,3x,4x and percentage off...

Back to the OP: I tend to look for something I'd not otherwise buy and BIN it with the eBay bucks. On occasion I use it to offset the purchase price of something I won anyway.
