This is true. When building my set I did a lot of research and found this to be true. I contemplated getting the three wrappers but ultimately decided not to because of cost and disply purposes. Besides they are still just labels from dog food.

As opposed to pieces of cardboard with men's pictures on them???

I do like this set and just finished it last year.
