I don't know if they distributed cut card cases in '91 but that is were I have found a ton of printing flaws and wrong backs etc.

I would agree that a cut card case would be a likely source of cards like this.

These are print waste that was removed from the facility, NOT inserted in any packaging type.

They have appeared with frequency on ebay over the last few years.

There are no known variations in player combos. 528 cards for 1990 Topps football means that there are 264 1991 Topps baseball subjects who are not available with the football back. aka 4 132 card sheet from 1991 MLB were printed with 4 132 card sheets of 1990 NFL.

I wasn't saying they were. But if you saying that blank and wrong backs can't be found in cut card case; you are dead wrong.

Not what I'm saying at all. I've pulled both out of junk Topps wax. However, certain wrong backs/blank fronts were heavily backdoored: 1988-1991 Topps blank fronts and 1987-1989 Topps and 1990 Bowman wrong backs, for example, are always available for sale in large quantities.

I'm saying these 1991 BB/1990 FB cards were not packed out, but backdoored in sheet form. I can recall word of this in 1991. There have been many for sale recently as sheets have been cut up and sold as singles.
