As far as I know, Topps made regular wax packs up through '91. Everything past '91 was plastic wrapped. Starting in '92, Topps changed the card stock and the packaging.
In 1989, Topps also started using plastic for some wax packs. These were like wax packs (same number of cards, same price), but with a plastic wrapping. I don't think you could really call them a cello pack, because the actual cello packs had a larger quantity of cards. They did this from '89 thru '91 I believe. I don't know much post '92.
