The "Baisley" or "Baisleys" stamp above the date should be a clue.
Here's something, although of course we can't say for certain there's a connection: http://www.newstimes.com/local/artic...in-2190850.php There's a stamp/signature on one photo there (third thumbnail from the left) which is sorta kinda maybe somewhat similar to that on your photo, although how much that might have changed in fifteen or twenty years is open to conjecture...
