Here are more detailed photos of the front and back of the Harvey Kuenn and Don Hoak "cards", they were obviously cut off a cardboard box.

I think #1 could be a 1961 Wilson Meats, but I'm not sure.

Very close. It is the same image, with slightly different cropping, but the only image I've seen of the Wilson Meats card has "Courtesy of Wilson Meats" at the bottom.

I would say the cards from the box are just pictures, not intended to be cut into cards. I would say that COMC should return them to the owner, and not allow them to be listed for sale.

Although some things were clearly not meant to be made into "cards", that is a popular subset of collecting. I think as long as it is clear what they are and where they come from, no reason not to list them for sale. Someone will want them (for the right price).
