Correct me if I'm wrong, the 1980 coins are really prototype coins for a sales pitch for a new product, for some reason they failed to go ahead with production 12 to 14 coins are known to exist. If they were proofs there would be more than one type showing the progression for the final product. Here is the only known Topps Presentation Board to exist showing the coins for a new product, and the only silver coins of Steve Garvey. Flea Market Find near Philly
