All 1949 Bowman Snider cards have a rough edge. Snider's card was an end card on the printed sheet.
As shown in my simulated 7th sheet picture......  Regarding the "red dot"......I have seen this on other 1949 Bowman cards. But, not on a Snider card. TED Z .
