My first offer he declined, then came back and accepted my original offer. I then declined. He THEN came back and said it was available again for $40 if I wanted it. I declined AGAIN

If it was not the full asking price, it was not a contract and it was his prerogative to consider it for as long as he wanted and your prerogative to decline if he took more than a reasonable amount of time to accept the offer. The goal of selling cards is typically to make the most money you can. Here, the dispute does not appear to have anything to do with making the most money possible as it seems to essentially have been a wash.

You lowballed me $30 when I was asking $32. Then I was willing to let you lowballed me and you passed. No big deal...I was just having a little fun with you. To lowball someone over $2 is kinda petty if you ask me, especially when I am losing money on the card to begin with.

$30 for a card you're selling for $32 isn't exactly a lowball offer. A lot of buyers ask for a rounding down on the price of a card.

Asking for a $2 discount on a $32 card may not be lowballing, but it is petty. The last three PSA 6's sold for $38, $50 and $49.99. I think $32 was more than fair. Even at $32, after shipping and PayPal, what does Bobby net? Maybe $28-$29?
