As an eBay buyer, I used to send a message to seller if the item did not come in a couple of weeks of payment and no tracking info was supplied by then. The last time I tried to do that, eBay wouldn't let me send the item has not arrived message without opening a case (I tried four or five times).
So it may be that the claim was intended more as a reminder than a claim like mine was or you might have a short triggered buyer.
