Under Account, click Site Preferences.
At the top click Show All, scroll down a bit and it says Offer combined shipping. You should be able to set up or edit from there. It'll create an invoice with your discounted shipping amount at checkout. Of course I've had some pay for the first item before the other(s) end so they miss out anyway. Hope that helps.......

I saw that and tried to set-up this up under the 'Shipping Preferences' -'Promotional Shipping' selection. Then under 'Combined shipping discounts' I have add amount $0.00. Then the Promotional shipping rule for 6 or more items charge $3.00. None of this has been working.
I guess I'm missing something obvious!? Very frustrating.
