They were distributed in cartons of 500 - 1000 loose cigarettes (tightly packed). These cartons can be identified by the label.... "COUPON" Cigarettes. As, I'm sure you know, the carton you have displayed is for the T213-2, or T213-3 issues (circa 1914-1919)....as the "Liggett & Myers Tobacco Co." label implies.
