Bill, you were right..TPG stands for third party graders and they do just as you said...verify authenticity etc. You can ask any of them to not assign a grade if you'd like (there would seem to be few situations where this makes sense to me...but to each his own)
Kinda like, "I'd like to buy a vowel...gimme an A!"
