I poked around on the internet and found a picture of Buck Weaver smiling in a similar pose (furthest right). Looks kind of like him in that photo.

I still don't see it.
I agree that it might actually be Cicotte. That was my 1st thought but didn't want to influence anyone. I bet it is him and they goofed.

IMO it's Eddie Cicotte... I think the jaw line and fuller face says a lot. I think Weaver also has a longer chin that doesn't look present on the PC.

I'm with gashousegang
looks to me like the farthest right photo of Buck was the source for the artist's drawing, with him taking liberties on shading and wrinkles and with a slight head tilt

Yah quite possibly it was Weaver and the guy just couldn't draw very good.
