www.weebly.com is free and has great templates for the newbies. You can host your own domain name for just a few bucks a month or use their free service.
I also use companies that advertise on eBay. I've been using one for 6 years now at a whopping $6/yr. But you have to do your own programming etc. Go Daddy is reliable, but pricey. There are several options. Just depends on your experience, html ability and wallet.
