Pretty uncommon in the T59's as well, which were distributed about the same time as the T206 cards (and presumably printed in the same manner and likely by the same outfit).

Anyways, one these 4th series T59's (Series of 200) you cans ee the top of the "240" at base for the Factory 240 cards in the same way you can see the "25" and "30" on the T206's. I thought it interesting that it really does cement that that is what those numbers are referring to without any doubt...
