Unless there are other factors at play as well, such as number of purchases as well as dollar amount, I can definitively say that is not the case

Since they started sending out individualized "bonus" offers, my buying account has not received any bonus offers, no matter how much I have spent per month. I am not a "high roller" on an individual purchase basis by any means, but do frequently make purchases totaling $1k or more per month.
