My assumption has always been that eBay only sends the bonus offers to users with little to no recent purchases in order to spark some additional buying activity from them. Hence, the only bonus offers I ever get are on the account that I only use for selling Survivor memorabilia (and which never has any purchases on it). When I try to apply the offer to my usual buying account, (which never gets any offers of its own), it is disallowed. I just assumed that was because I frequently buy with that account, so there is no need for enticement.
