Great question.
There are a total of 52 different subjects printed with the SOVEREIGN 460 backs. And, there are 3 levels of "scarcity" as follows...... 1..Most rare are these 6 super-prints which are much more difficult to find with SOVEREIGN 460 back than the 46 subjects in the 460-only series.  2..Most available are these 12 subjects referred to as the "Exclusive 12" which are easier to find from the group of 46 subjects.   3..Moderately available are the remaining 34 subjects in the 460-only series. The info regarding the SOVEREIGN 460 ranking that you are citing is too general, as it does not account for these 3 distinct differences. I hope this clarifies things for you. TED Z .
