OK, From 1955 to 1959, only 2 AL third sackers wore number 17. Chico Carrasquel (ss, 3b) and Rudy Regaldo, who played very little for Cleveland in 55 and 56. So my bet is #17 is Chico Carrasquel, if that is the third baseman covering the bag. Carrasquel had the same physique as #17 in the photo.
He played for CWS in 1955, Clev. in 1956-57, Clev & KC in 1958 and Balt in 1959. Good luck.
