Highly staged. Remember when Chumley just happened to see Bob Dylan walking the strip, and got the Album cover signed (for re-sale, per Rick's direction). He had it personalized "to Chumley"... as if we are to believe the guy is really that dumb.

These are character portrayals just like any non-reality sitcom. It's all for entertainment value, and the prices they apparently pay for goods have nothing to do with "reality". No real pawn shop operates that way, but it's still fun to watch.
