The general rule of thumb (for maximizing value) would be to go with PSA. Their post-war cards usually (always?) sell for more. You'll have contrarians saying it's not the case, but whatever.
Side note: is that wax/gum residue to the left of his face, or just an optical illusion? If it is, take some panty hose and rub it away before grading. Don't want that 'ST' qualifier. Good luck!!
