For the majority of these dream sets, all the money in the world won't complete them. Many well healed collectors have tried and still fell short....
There simply aren't enough of the cards available, especially now. E107 for example, when I started it circa 2000 and got close by 2008, I bought three collections of over 100 cards at a time along with dozens of small groups, acquiring over 500 cards total and still needed several. Now you will be lucky to find a few commons and HOFers here and there. No one has yet to complete it and the three closest have ample assets to pay up should the cards come up. Such is the case with many, many tough issues.
