Looking for information on 1st Issue Fractional Currency
I purchased this when I was a kid for a couple of dollars at a flea market I have noticed a dot before the "Act" which is the same ink on the paper and the faded written initials .W.L. on the left and right lower corners as shown in the scans. Other 1st issue 10 cent currencies don't have the dot and more so the initials in the corners. I did find something on the initials of .W.L. which could be Waterman Lily Ormsby (W.L. Ormsby) an engraver which also did bank notes and some of the fractional currency just trying to verify and find more information
