I emailed the seller and this is what I got back.
Quick opinion doesn't work that way. They will not disseminate any details to a third party. In fact technically the fact that I am referring to their quick opinion is in fact against the terms of the service, I have been forwarding the results i received to people via email PSA customer service does not field inquiries for the person who requested it either. It's purely and Internet non guaranteed non binding service. In fact quick opinion service is provided by a 3rd party known as collectors .com for which no phone number is available. Nonetheless they have a lifetime accuracy for me through 100s of requests for me of right around 95%
