I've heard (and utilized myself) a similar rule-of-thumb for qualifiers. VCP also lists prices for qualified PSA grades, and for an 8 OC they post a range of $6 - $100, and the actual results do seem to be pretty much all over the place.
My experience with EBay is that there's a good number of bids on the last day, plus whatever snipes are lurking out there, so I wouldn't necessarily be put off by slow bidding early on. Tough to predict, so I can understand your angst. Looks like a nice card, best of luck, --S
