AS far as I know they were - At least in the US- sold by subscription, so much a month for a certain number of cards.
I think - but am not sure- that each subscription began with set 1 and continued showing up as long as your money held out. The number at the lower right ends in the set and card number. The Astrodome card is set 20 card 2. A totally crazy set if you count all the different printing locations, languages, etc.
