I saw Dotson last season as he was the pitching coach for the White Sox AAA affiliate Charlotte Knights and got him to sign a couple of cards, though not a 1983 Topps.
This season he is the pitching coordinator on Chicago's player development staff - I'd bet he will be in spring training with the Sox. You could probably get the card signed there through the mail (TTM) as he had a good record of signing TTM last season c/o the Knights. Good luck.
