Default mayo cut plug question

i have a question as to why mayo football and baseball cards which are black backed, unlike the boxers which are on cream colored stock, are sometimes found with a "silver" type of spot filler on the back where there are paper flaws on the back, i have a few and have seen others that are very consistently the same silver colored touch up and mine came from many different places. i am thinking this was some type of factory job and not a contemporary collector's doing.

any thoughts? does anyone on the board own some of these. i will try to add a scan later. ALSO psa & sgc have graded these cards with the silver touch up.
