Is this the rarest prewar variation known or did PSA goof?

What's up with Mullins' hair???? Was his hair "color touch added"??? This is NOT one of Wonka's photoshop specials, this is the scan which was on ebay when the card sold. Weird...

I don't know the answer, but the whole card looks richer in color than most M116 (not including the blue backgrounds). maybe that has something to do with it...just a guess.

These M116 cards were hand tinted then produced to make this set so it could be the work of the artist.

Also, have you noticed a few cards in this set look weird in the sense of the player. I don't remember the players but a few look like they were drawn by a 10 year old kid.
