When is a card's condition too low?

Lets say for an important card.

An example of a low condition card which could be used as a reference is the Radbourne currently offered on eBay.

This card is recognizable regarding:
Card manufacturer
Year of issue
Player portrayed

What more do you really need?

Suppose the reference example was a unique card - would your criteria change?
