I want to buy a PSA graded, but...

its looks like its in the old holder and shows a VG for a PSA 4 graded card and not VG-EX. Was this normal back in the 1990's?

It sounds like what PSA calls a mechanical error. You can submit the card back to PSA to correct. I have done this on a couple of cards. Just put mechanical error somewhere on the invoice. They do not charge any fees/shipping to correct their mistake.
