It is missing ink, imo. It also appears to be handcut, maybe from a goof up print ? This card along with a T206 Plank with a completely white background were both auctioned off in the Halper sale. Edited to add a picture: |

It is missing color. I remember it from the time I worked on the Halper collection. It missed one of the color passes, and is a distinct variation. |
